#49 Parcels and Districts

* fixes bug in GeometryConflict conflict checking
* WIP: introduces new konova/utils/wfs/spatial holding SpatialWFSFetcher, which can be fed any geometry and it returns found features
* WIP: adds tests for wfs fetching
* updates requirements.txt
