Status quo

Currently we use 974 as regular biotope list. However, these list's metadata changed a while ago and it appears that this is not the total list of biotopes but rather the biotopes which are valid after_state biotope_types.

Instead there is 654, which defines all biotopes, that can be used for before_states.

Fix/Improve

Add 654 as another code list for before_state biotopes.

Needs to be discussed with responsible ministery people: Should we simply drop the usage of 974, since it has not been used pretty well on already entered data from the predecessor system. We might run into problems once we start migrating old data.

Update

Ministery says there should be no technical limitation for after_states biotopes. There could always be a special case, where a biotope needs to be selected, which would not be included in 974.

Therefore:

  1. Drop the usage of 974 completely and implement 654 for all biotopes
