Status quo

EcoAccounts aren't fully implemented, yet. This aspect is not implemented in any way.

Funding

EcoAccounts can be funded by different financiers projects (Aktion BLAU, ...). In most cases these fundings have no effect on the deduct capacity of an EcoAccount. The conservation office will be motivated to just pay 10% (or similar) for an EcoAccount, where 90% will be paid by the funding projects.

However there are rare cases where a 10% self payed EcoAccount will just provide 10% of the surface for deductions!

Implementation

EcoAccounts should always hold an attribute deductable_surface which holds the absolute surface in m² which can be deducted for an intervention. This way we have full flexibility for future changes in law, which can not be taken into for now. Furthermore it gives full control over deductable surfaces for users.

Update:

These cases are not that rare. In fact only 10% of an eco account can be deducted, if only 10% have been paid and not been funded by other projects.
