Retranslate binding_on date #164

Status quo

binding_on is translated on the forms as Datum Bestandskraft. Due to another term "Rechtskraft", used in the context of "Bebauungspläne" (development plans), users are unsure whether they can enter the "Rechtskrafttermin" into a field refering to "Bestandskrafttermin".

Improvement

As discussed with MKUEM, we retranslate the field Datum Bestandskraft into Datum Bestandskraft bzw. Rechtskraft to avoid further confusion in the future.
