Status quo

There is no option on a user's notification settings to enable mail notification in case of deduction changes of their eco account.

This might be highly handy for conservation office employees, who want to be informed in case of a new deduction, an edit action or even deletion.

Enhancement

Add a new mail template for this case as well as another celery trigger and setting on the notification form.
