Status quo

A newly logged in user is not part of any group. This behaviour is based on the old access role "Leser" which existed in the old system.

However, this role have never been really in use. The default group should therefore be set for a new user by default.

Fix

Set the default permission group as default for new users.

Having new users by default as default users could have advantages. However, since this is a permission-related issue we should be careful on changing such basic workflows.

For now this issue has no high priority and should be discussed with the rest of the NatIT group in terms of a general permission discussion, not KSP specific.
